Mandatory Garbage Toters

Paying for garbage toters

Residents whose garbage is picked up by the city must purchase a toter-type refuse container in 2014. The toter hooks onto the garbage truck when the trash is collected.

Approved receptacles must be either a 35-, 65- or 95-gallon toter. The toter may be purchased from the City of East Peoria Public Works Department, leased from Waste Management or purchased at a local merchant as long as it meets city specifications.

A limit of three toters may be set out for garbage pickup.

Toter Prices:

  • 35-gallon toter - $50
  • 65-gallon toter - $59
  • 95-gallon toter - $67

(Prices subject to change.)

There is a $10 discount on the price if a resident picks up the toter themselves. Delivery by the city is free of charge.

 

 

 

 

 

 

 

 

 

 

 

If a resident purchases a toter from the city it is a one-time payment. In the unlikely event that it ever becomes damaged or breaks, the city will replace it free. Also, if the driver is able to repair it, the city will do so. The containers come with a 10-year warranty which is honored by the city.

Residents can purchase a toter online, using our secure, convenient system provided through the Illinois State Treasurer's Office. Accepted credit cards are Visa and MasterCard. No additional fees are charged for paying online. The Public Works office is automatically notified to deliver your toter once you have made your purchase.

  • Purchase from city in person:

Toters are also available by making a payment in person at the Public Works Department, 2232 E. Washington St., East Peoria. Payment can be made with check, Visa or MasterCard. Cash denominations larger than a $50 bill cannot be accepted. ONCE THE CONTAINER IS PURCHASED, IT MAY NOT BE RETURNED OR EXCHANGED FOR A DIFFERENT SIZE.

  • Lease from Waste Management

Call Waste Management at 1-800-796-9696.

Residents who already have a toter are unaffected by this change.


Prohibited Receptacles

Receptacles prohibited by the city will include, but not be limited to, galvanized metal, aluminum, plastic or metal drums; fiber or paperboard drums, wire trash burners, barrels, paper shopping bags, plastic garbage bags, cardboard boxes, receptacle without lids, open plastic bags or receptacles having shart or jagged exposures.


Specifications if Purchasing a Toter from a Local Merchant:

  • Injection molded for extra strength and durability
  • 0.175-inch minimum or greater wall thickness for durability
  • Wall thickness
  • One-piece high-density polyethylene (HDPE) construction
  • Extra wall thickness in bar area
  • Rotating steel bar for less stress on cart body
  • Non-slip, textured finish on corners for grabber efficiency
  • Smooth surface inside and out for easy cleaning with no protrusions
  • Comfortable ergonomic handles
  • Long-lasting integrated lid hinges
  • In-molded bar supports
  • In-molded reinforced sleeve for bar-locking lifter or in-molded reinforced frontal rim for comb lifters
  • In-molded support ribs for reinforcement
  • 7/8-inch solid steel axels
  • 3/8-inch bottom wear strip for longer life
  • Sealed lids to keep in odors
  • Overlapping lid for rain protection
  • 270-degree lid opening
  • In-molded integral hand grips for pushing/pulling the cart
  • Lift bars must be between 17 and 18 inches off the ground

Purchased models must meet the criteria for use with standard bar lock lifters or automated grabbers (bar must be metal) and must also meet for use with comb lifters or automated grabbers.
