The Knox-Box® Rapid Entry System provides non-destructive emergency access to buildings. They are required per city ordinance:
EAST PEORIA CITY ORDINANCE 3075 - LOCK BOX SYSTEM REQUIRED
For the purposes of this chapter the following terms shall have the indicated meanings:
(a) Lock box means a key lock box manufactured by the Knox Company of Irvine, California, or any successor company which manufactures a compatible system.
(b) Commercial building means any building in the city used or designed for commercial, industrial or multi-family purposes except as follows:
(1) Any such building protected and/or patrolled at all times by security guards.
(2) Multi-family residential complexes which do not have locked doors or gates which protect a common corridor or other means of providing access to the living units.
(3) Nursing homes.
(4) Buildings owned or occupied by any local, state or federal unit of government.
(5) Buildings that are open for business twenty-four (24) hours per day.
(c) Owner means the owner of record, tenant, lessee or other person having a possessory or proprietary interest in a commercial building.
(d) Existing commercial building means a commercial building which has been completed and lawfully occupied before June 15, 1998.
(e) New commercial building means a newly constructed commercial building completed on or after June 15, 1998 or an existing commercial building which has been remodeled pursuant to a building permit which authorizes improvements having a value in excess of $20,000.00 which improvements are to be completed on or after June 15, 1998.
8-5-2. Applicability to new buildings.
The owner of each new commercial building shall install a lock box near the main entrance of the building at such specific location as the fire chief deems appropriate before occupying the building. No occupancy permit shall be issued for a new commercial building until a lock box has been installed as required by this chapter.
8-5-3. Applicability to existing commercial buildings.
The owner of each existing commercial building shall install a lock box near the main entrance of the building at such specific location as the fire chief deems appropriate by June 15, 2000.
8-5-4. Contents of lock box.
Each lock box on each commercial building shall contain a properly labelled key or keys which will allow access by the fire department to the building in the event of an emergency call to that building.
Any person who violates, neglects or refuses to comply with any provision of this chapter shall upon conviction thereof be fined not less than $100 nor more than $750 for each offense and such person shall be deemed guilty of a separate offense for each and every day during which said violation, neglect or refusal to comply shall continue.

Placement of the box
The box must be 3 to 5 feet off the ground in front of the building, attached to a substantial building support.
