The East Peoria Housing Authority (EPHA) operates a Section 8 Housing Choice Voucher program with funds from the United States Department of Housing and Urban Development. Eligible persons rent from a private landlord on the open market. The EPHA helps program participants pay the rent to their landlord. To qualify, the household income must be below the EPHA income guidelines. Each housing unit, whether it is a house, apartment or mobile home, is inspected for minimum compliance with Housing Quality Standards (HQS). Current funding permits participation of 195 clients. Landlords are responsible for screening potential tenants for suitability and are permitted to utilize their own lease agreement. There is a Housing Assistance Contract signed between the East Peoria Housing Authority and the Landlord.

Mission Statement:

  • The East Peoria Housing Authority provides an opportunity for lower income East Peoria residents to receive financial rental help, satisfying a basic need, and allowing for a greater quality of life for their family than their income would otherwise permit.
  • The East Peoria Housing Authority will provide resources and support to strengthen self-worth and reinforce self-esteem, ultimately benefiting the children.
  • The East Peoria Housing Authority will provide financial relief to the elderly and disabled who often live on fixed incomes, thus giving them the means to afford decent, safe and sanitary housing.

Waitlist Information
Participants must apply to have their name placed on a waitlist. Clients are selected from that list. There is no emergency housing through this agency.

 

WAITLIST AND APPLICATION INFORMATION

The East Peoria Housing Authority offers two different housing programs:  1)  Section 8 Housing Choice Voucher program for lower income persons and families allowing them to rent on the open market from a private landlord and receive financial help with the rent.   2)  Section 8 Project Based Voucher program for lower income persons, 55 and older with efficiencies and one bedroom size units leased at Leisure Acres Phase I.

 

APPLICATION DATE FOR THE SECTION 8 HCV PROGRAM IS

AUGUST 8, 2014

Applications for the Section 8 Housing Choice Voucher program will be accepted for one day only on August 8, 2014 beginning at 8:30 a.m. and ending at 4:00 p.m.  To make an application you must do so in person at the FOLEPI building (Festival of Lights Building), 2200 E. Washington Street, East Peoria, IL.  Identification will be requested.  Elderly or disabled persons wishing to make an application who are physically unable to come in to make the application, may request an application be mailed to them if the request is made on or before 5:00 p.m. on August 7, 2014. Proof of your inability to appear in person will be requested when you return your application to the EPHA office. 

The order for the waitlist is established by a lottery drawing which will be held on August 19, 2014 at 11:00 a.m. in a conference room at City Hall, 100 S. Main Street, East Peoria, IL.  The time which you make an application on August 8, 2014 will have no impact on where you end up on the waitlist. 

Upon close of the business day on August 8, 2014 at 4:00 p.m. acceptance of all applications shall be suspended.    

 

APPLICATIONS FOR THE SECTION 8 PROJECT BASED VOUCHER PROGRAM

Applications for the Leisure Acres Phase I Project Based Voucher program are accepted on the SECOND Wednesday of each month in the Housing Authority Office, 100 S. Main Street, East Peoria, IL from 10:00 a.m. through 12:00 p.m.  (Noon)

Persons 55 and older who wish to make an application must do so in person during this designated time.  Placement on the waitlist is based upon the date and time the application is made.

Elderly and/or disabled persons unable to physically come into the office to make an application may have someone pick the application up for them during the designated application time.
